Developing Successful Closing the Gaps Programs for Hispanic Students in Urban Areas of Texas---rhetoric Or Reality?

In 2000, the State of Texas implemented Closing the Gaps by 2015, a statewide plan mandating that institutions of higher education increase their enrollment levels by 2015. One of the primary goals of this plan was to specifically increase the enrollment and graduation rates of Hispanic students since they are currently a large and growing component of Texas' population. This study strictly focused on the current approaches and actions taken by four, urban community colleges towards both recruiting and retaining Hispanic students within the context of developing programs in response to Closing the Gaps. This study examined how community college administrators, twelve were interviewed, at four community colleges perceived their Closing the Gaps programs and it also sought to determine whether or not these institutions had increased the enrollment rates of Hispanic students by utilizing persistence data. The purpose of this study was to acknowledge the successes associated with the Closing the Gaps programs at these four, urban community college campuses in order to identify successful best practices that other institutions of higher education could consider and utilize in future program development.
